If you are seeing this error message, you will want to navigate to the following URL https://developer.microsoft.com/en-us/microsoft-edge/webview2#download
Once there, scroll down until you see Evergreen Bootstrapper and click Download. 
This Download may require IT intervention if you do not have the proper permissions.
